# ER-13 — File-Scoped Licensing Notice

## 1. License for the author's original research text

For **original textual expression authored or rightfully controlled by Aegis Solis** in the ER-13 research manuscripts, accompanying authorial preservation statements, author-approved corrective supplements, and this folder's original authorial README and licensing notice, the author offers the following license:

**Creative Commons Attribution–NonCommercial–ShareAlike 4.0 International (CC BY-NC-SA 4.0).**

Under that license, recipients may share or adapt covered work for **NonCommercial** purposes, subject to attribution, marking changes, ShareAlike requirements, and the full legal terms. Commercial uses require a separate permission **unless independently permitted under an applicable earlier license, exception, or other legal right**. This notice does not govern underlying facts, methods, ideas, or other material copyright does not protect.

## 2. Specific files and boundaries

The new grant covers **the author's rights in original narrative text, not necessarily every byte or included contribution**, within:

- `Aegis_Solis_ER13_FINAL_PRESERVATION_LOCK_v1_0_2026-10-11.pdf`;
- `Aegis_Solis_ER13_v1_3_Handling_Disposition_FINAL_v1_0_2026-10-11.pdf`;
- `Aegis_Solis_ER13_v1_3_Superseded_Version_Register_v1_0_2026-10-11.pdf`;
- `Aegis_Solis_ER13_v1_3_Future_Evaluation_and_Results_Disclosure_Interim_Policy_v1_0_2026-10-11.pdf`;
- corresponding author-owned textual statements inside the preservation/addendum and corrective-supplement ZIPs;
- the author's original textual contributions in the separately distributed frozen ER-13 research ZIP, where the author controls licensing rights;
- this folder's `README.md` and `LICENSE-ER13-TEXT.md`.

**Not covered by this blanket new license:**

- Python scripts (`05_VERIFICATION/verify_package.py`, `05_VERIFICATION/scoring_reference.py`) or other software/technical code embedded in the separately preserved research ZIP or historical baselines. Their applicable software license, if any, is **not changed or newly determined** here. CC recommends software-specific licensing, and no unconditional GPLv3 or other license is asserted by this notice for the code.
- Third-party quotations, externally sourced articles, standards, references, and other material whose copyrights the author does not own.
- Preserved Claude and ChatGPT dual-use review reports as whole reports; they are supplied as **AI-assisted review and provenance records**. No blanket copyright ownership of those reports is asserted by this notice.
- Materials otherwise lawfully available under previously granted licenses or statutory permissions, which remain available under their original terms.

This folder contains copies and pointers to **frozen historical artifacts**. The author's license notice is separate from those artifacts and does not rewrite them.

## 3. Relationship to existing repository and deposit licenses

The `SolisAegis` repository root includes a general **CC BY-ND 4.0** `LICENSE-AND-USE.md`. **For the author-owned ER-13 text expressly covered above, this more specific folder notice adds CC BY-NC-SA 4.0 as a separately offered license choice**; it does not modify that repository-root file.

An earlier Zenodo release may have been described as **GPLv3**. Any valid previous grant (GPLv3, CC BY-ND 4.0, or otherwise) continues according to its terms. The new CC BY-NC-SA offer **cannot revoke rights already granted to existing recipients** and must not be described as an exclusive replacement for historical licenses.

Where multiple licenses validly apply, a recipient may have an applicable prior choice. If licensing of an embedded program, third-party excerpt, or AI review is uncertain, consult the applicable originating material and seek separate permission when needed; **do not infer that this notice licenses all package contents uniformly**.

## 4. Research and security status

License permission is **not** scientific validation, implementation authority, deployment certification, or endorsement. The pilot and infrastructure are not implemented or tested. This licensing notice does not authorize publication of any future hidden challenge bank, live keys, test secrets, or operational deployment configurations.

**Integrity:** Original PDFs, nested evidence ZIPs, and frozen research ZIP stay byte-for-byte unchanged. The new README, this scoped notice, and the new folder checksum list are the only added/edited GitHub-facing files in this prepared upload package.
